Clive Watling was a diplomat of the United Kingdom, and he held a knighthood due to his impartiality and incorruptibility during his career. Prime Minister Francis Urquhart chose Watling to be the chief judge of an arbitration panel that was to resolve a maritime border dispute between Northern Cyprus and Cyprus; France and Serbia backed Cyprus, while Egypt and Malaysia backed the north. Ultimately, Northern Cyprus was able to obtain the disputed waters, which could be used for oil drilling by businessman Abdullah Nures.
