The Disaster Relief Fund or DRF is the collection of funds used by FEMA to fund disaster response in the case of emergency in the United States. Frank Underwood uses the remaining $3 billion to fund a pilot America Works program in Washington D.C. The DRF is later replenished with $10 billion in the wake of Hurricane Faith, but can no longer be used to fund America Works.
