Biography[]
Richard "Dick" Caul was a Conservative Party MP, and he was appointed to Prime Minister Francis Urquhart's cabinet as Environment Secretary in 1991. He created "Centerplan", an inner-city renovation plan and private-public partnership, and the monarch was eager to implement this plan on Victoria Street. The rest of the cabinet was skeptical about this plan to "inject venture capital into the inner cities", with Hilda Cordwainer comparing the plan to Meals on Wheels, and Tim Stamper saying that it would return the economy to its state in 1992. Due to the failure of the plan, Prime Minister Urquhart decided to send Caul to succeed Fletcher-Carr at his post in Strasbourg, as it would look better if he pursued a new job instead of being fired.
