Henry Mitchell is the current Senate Majority Leader and a Senator from Tennessee.
Mitchell is introduced in Chapter 34 and is revealed to have replaced Hector Mendoza as Senate Majority Leader after Mendoza failed to declare speech payments as income and resigned. He works alongside House Minority Leader Bob Birch to replenish FEMA's Disaster Relief Fund in the wake of Hurricane Faith. Both he and Birch inform Frank Underwood that if he signs the agreement, FEMA will be funded $10 Billion, but none of it can be used to further fund the America Works program. Despite Underwood's objections, both Mitchell and Birch remind him that by failing to do so will direct criticism to him, not Congress.
- Sometime after becoming the Republican Senate Leader, Henry replaced Hector's portrait of Ronald Reagan with one of Dwight Eisenhower. Likely his own personal idol.
