Webb was seen as a potential candidate for House Majority Whip, along with Wes Buchwalter, to replace the outgoing Frank Underwood. When Jackie Sharp enters the race, he convinces Buchwalter to drop out and support him in exchange for his position on the Appropriations Committee, as he knows Buchwalter can only offer him an undesirable Ethics Committee position in return. He loses the race to Jackie Sharp, who secured her place by divulging details of Ted Havemeyer's illegitimate daughter to Wes in exchange for his support.
