
Kevin J. Spence was a Conservative Party staffer. He worked in the research wing of the Central Office, and he wrote a classified report, available only to cabinet ministers and five senior people at Smith Square, which showed that Prime Minister Henry Collingridge had low approval ratings. The report was later leaked to The Chronicle reporter Mattie Storin by Roger O'Neill in order to sabotage Collingridge's premiership, and Storin received a frightened Spence's confirmation that the report was real.
