Mark Usher is an American political strategist and former campaign manager of Will Conway. A member of the Republican Party, Usher served as a Special Advisor to President Frank Underwood.

Usher was initially hired by Hannah Conway as a campaign manager but during the election deadlock in late 2016 and early 2017 he was shown to be much more aligned to Ted Brockhart, Republican vice presidential nominee.

Later, Usher struck a deal with the Underwoods and helped Frank to win the presidency and has served since as a Special Advisor. After the resigntaion of Frank Underwood as President of the United States, Vice President Claire was sworn, it was then put forward to her by Usher himself to consider him as a potential Vice President, in 2017 President Claire Underwood would later nominate him to the postion, and the senate would confirm him, making him the 52nd Vice President of the United States .
